A small question the basic rules that popped up. Do you declare charges at the same time and then move them all? Or do you select and declare a charge then move it. Then go on to the next one.

You declare them all before moving anything, then move them.

If you declare, charge, declare, charge then you can begin to measure distances which decreases the likelihood of failed charges due to range on second and subsequent charges. Therefore as qboid said you need to declare all before moving any.
