Toughened Leathers & Scaly Skin

There's two questions:

Can all Heroes use Toughened Leathers or only those with access to Light Armour?

How would this work with Scaly Skin/would it combine with Scaly Skin?

Going by RAW all heroes that can use equipment can use Toughened Leathers. If you have a house-rule about Toughened Leathers you will have to consult that .

RAW, I don't think the Toughened Leathers would stack with Scaly Skin because neither say they add to an armour save. Similarly, there isn't much benefit RAW from putting Toughened Leathers on the Scaly Skin because it doesn't say you get one roll per armour save, only a roll if you are wounded and have an armour save.

Alright, then we agree - all Heroes can use Toughened Leathers.

I've read up on them again, and this is what I've found:

"Special Rule: Toughened leathers work exactly like light armour."

"Scaly Skin: (...) Light armour adds +1 to the save, as does the addition of a shield."

So... If Toughened Leathers work excactly like Light Armour, it should add +1 to the save.

Except that Toughened Leathers say "Cannot be combined with the effects of any other armour."

Now, you could try arguing that Scaly Skin isn't technically Armour per se, but even in my RAW tending circle you would be on shakey ground indeed. I wouldn't even bother to try in a slightly RAI group* .

Well, it's called Scaly Skin, not Scaly Armour
