Scaly skin can not be reduced below 6+ by strength, but can be ignored by critical hits.
It does not mention axes and the like. I would rule that an axe would reduce it to no save if the situation would allow. Makes sense as an axe is a special rule, not a strength modifier.

Was there an FAQ/Errata on this? If not then what is others' interpretation?

Not that im certain of the rules BUT!

If you ask me...

I think the only way to ignore that save is by spells and critical hits.
I mean why should a 1 handed axe be more effective than lets say a flail?

In my opinion their save cannot be reduced below 6+ under any circumstances.
Axe reduces target armor save by one, and in this situation it doesn't change anything.

The only way to bypass this are critical hits, and anything that explicitly "ignores armor".

Some spells, some magical weapons and some critical hit results don't allow an armor save. Axes introduce an additional modifer to the attack's strength modifier. They do not negate any possibility of a save, so they do not affect scaly skin's 6+.

Ok, makes sense. The armor save modifier from Axe counts as a bonus to the strength modifier. Thanks!

We can close this now I would think.
