Sure. The Annual says it works exactly like light armor, with some exceptions, which are stated next. Wizards being able to cast wearing them is not one of the exceptions stated there.

We made a house-rule that they flat out count as a type of light armour and not as equipment. Made them actually useful since you could then equip them on henchmen so long as they had light armour on their list.
