Of Night Runners and Throwing Stars

So i'm doing up a skaven list for the first time, trying to avoid the sling spam (even though we've houseruled slings) but i realised that Night Runners only have access to the Henchmen weapons list, meaning no throwing stars for them, only slings.

how does this interact with stuff like the weapon master skill (?) which allows use of non warband list weapons?

TLDR: can i buy throwing stars for black skaven (for example) to hold for a game then swap them to my night runners? or do they need the weapon expert skill?

The skill would allow night runners to take throwing stars because Skaven as a warband can buy throwing stars. They cannot use throwing stars without the skill.
