If you cannot find anything in the rules stating otherwise, I think it is a save to say that there is simply no exception. So yes, animals can use the leader's leadership.

+1 to Grimscull. There is nothing saying they can't or saying that they are different in that specific way from other warriors. Animals that cannot use the leaders leadership say so in their rules. (Cold One hounds/the bear).
