Crossbow in a wagon

Can marksmen equip with a crossbow shoot from a moving wagon?

I think yes, because the unit don t lose time moving but still suffer a -1 because of a moving platform

We played as yes they can shoot from it but I think they got some penalty from it.

in empire in flames the rula say's:

"Shooting from a wagon: Crew may fire from aboard a wagon and have a 360 degree arc of fire. Shooters suffer a penalty of -1 to hit for firing from a moving surface."

So it's the plat form what is moving not the warrior.

Not sure what you are asking. All its saying is that the warrior has an unlimited field of fire from the wagon.

The passenger of a wagon does not have cover, as the wagon has its own table for what is hit by shooting. Thus you can't shoot at a passenger specifically, so the modifiers for cover don't apply.

If you are asking about a penalty for cover for the passenger's target, then yes if the target has cover an additional penalty applies so the shot is at -2. Long range makes it -3.

As VK mentioned, other passengers do not act as cover when shooting. The Marksman can shoot past/through any other warriors in the wagon.

Also wagons lovely target for area effect ranged weapons...
