Bow of Seeking - Weapons Expert?

First of all, it's called an Elf Bow, not an "Elven bow"... Can't even get it right in their artifacts, or is this really on purpose, meaning that it is just an 'Elven bow' as the fluff confirms, and thus has nothing to do with the item 'Elf Bow'?
For instance, it doesn't share the -1 armour save modifier, so perhaps it is not an Elf Bow after all; but what is it then? Can any model use it? And does 'Quick Shot' work with it, if it's not even classified as one of the bows on the list?

It's an elf bow that has all the same effects and stats as an elf bow, PLUS the bonus magicy stuff of not shooting elves, always shooting dorfs, and always hitting on a 2+.

It makes no sense to say "treat this as" if it wasn't referring to the rules for the Elf Bow. I know that being precise and consistent in rules is ideal but I don't think their is much ambiguity between "Elven Bow" and "Elf Bow" when used together with "treat this as".

The BTB rulebook specifically states that Chaos Artefacts can be used by any Hero. I like that idea for this too. However I also like the idea of the anticipation of having the bow but having to wait until a warrior learns to use it. Oh the agony of waiting and the sweetness of learning that skill!

We make warriors take the relevant skill to use it. Unless they are elfs, in which case we just give up.

Rulebook p. 83 wrote:

Quick Shot. The warrior may shoot twice per turn with a bow or crossbow (but not a crossbow pistol).
