cover modifier question

Hi, so I have a slight wonder about cover.
If you're shooting at a model and the enemy is in cover, though not standning near to hit, how do you play?
For example:

W1 -------- 9''--------- C ---- 4''---> W2

Warrior 1 Shoots at Warrior 2, he is 13" away though a Cover is between them, shading parts of the W2. W2 stands 4" away from the cover though, does he get the cover?

Or like this even:

W1 ---- 4''-- C -------- 9''----------> W2

So do you understand the dilemma? And how do you play in this kind of situation?

It still counts as cover... you just can't see all of the model, hence, you cannot pick out the weak spots, so he gets a cover save

This is what I thought and how I have played as well ^_^
