Question about armor proficiency

Can a character wear any sort of armour or is it restricted to the armour appearing on its equipment list?
I'm wondering this as it seems a bit strong to combine, for example, lizardmen scales with gromeril armour.

You can wear only the armour from your equipment list.

However, Gromril and Ithilmar Armour both count as heavy armour for this purpose, so any model that has access to heavy armour is allowed to wear them as well.
