Encampment rules!

I "found" optional encampment rules in TC 28-29. Can someone explain to me how do they work?  

Werekin and RationalLemming would be the guys for encampments. As last minute add-ons from the dying days of TC, I avoided the rules as they seem poorly written and untested.

Neverthless, I hope that above mentioned gentlemen would provide me with some hints or solutions (or reasonable house rules  ). I would be gratefull, indeed.

Nah, don't look at me. I've read the rules a few times but have never used the rules. A big put off is that I never could see how the rules for a 'home base' or visiting the encampments of Sigmar's Haven, etc together with warband restrictions and encampment event charts, etc provided any real gaming benefit.

However, I do feel that using locations as alternative options for heroes during the post battle sequence sounds like a fun idea. Whether it is a case of having all locations available at all times (like Werekin is doing in MiM) or having locations restricted by region (e.g. if you are in the Osso Hills in Sartosa then you might only have access to locations to A, B and C but if you are in Vercuso then you might have access to all locations).

Locations could also be specific to settings. A Khemri campaign that requires warbands to keep track of water (I'm not sure if many groups bother) could add a location that assists with gaining bonus water for the warband.
