The article was called Raining Fishe, I think it was published in Fantic, but I don't know which issue. The article has rules for Mordheim and Empire in Flames with different tables for winter and summer weather.
Nothing is labeled as to what it is so you have to read each entry to figure it out. Making your own weather table would be just as easy.
