Okay, so this time I know Mordheim did an actual model for this guy, but I have never seen rules for him, is it in fanatic magazine or TC or where would one find it?
Any help would be gratefully received, both in finding the rules and the model if anyone knows where I may be able to get one!

I'm not sure where the original rules were published, Fanatic on line is likely. It was not a TC era mini. A version of the rules can be found in the article Swords of the Empire from Liber Malefic:
