How Does Dwarven Resource Hunter Skill Work?

Must you declare which dice to modify before you roll them, or could you roll all your dice, then change any one for each resource hunter you have in your warband?

We play it you roll the dice then add + or - 1 to any of the dice rolled. Same with the Elvish Ranger and Tarot cards and any other modifiers. I am pretty sure that is the official way to play it also.

you declare your modifier after the roll has been made, that's always how it's worked. The GW boys really need to hire someone to actually proof read their shit.
