Who Makes These Minis?

Who makes these two minis? I've been all over the Internet trying to
find who makes these minis and their names?

When scrolling down the post the rider and the goblins are the two I have left that I'm trying to identify.

The goblins are Games Workshop plastics from 5th or 6th edition Warhammer. They may still be in production, you could check on GW's site. When released these models were sold in boxes of 20 for around $20 un-assembled and unpainted.

The rider looks like a Ral Partha product from their Crucible range. That's all I got.

You all were very helpful in trying to figure out who makes this horse and rider. I thought you might like a ending to this saga! I sold the horse & rider and the buyer thinks thinks that the rider is a Mongol and that, "The horse reminds of some of Tom Meier's horses. Perhaps a Perry figure"
