The Dark Elves have no restriction on whom they can hire so you have to read the individual HS's description of who may hire them. This is complicated by the fact that the warband is not official so official HS will not refer to its existence and the fact that the folks who write up unofficial HS frequently list only official warbands in their who may hire lists.
Obviously if a HS says he will work for anyone, Dark Elves may hire him (or her).
