In the Empire in Flames campaign setting there is a scenario called Bounty Hunting which grants the winner the following:

8 bountys worth 5+d6 each
6 crossbows
d3 swords
2d6 daggers

Anyone have any suggestions as to how to keep this scenario in the game (It's a neat scenario) but not have the side effect of giving about 250 gold crowns worth of spoils to the victor?

The actual average GC value if everything is sold is 8*(5 + 3.5) + 6*(12) + 2*(5) + 7*(1) = 157 gc
The actual average GC value if everything is used is 8*(5+3.5) + 6*25 + 2*(10) + 7*(2) = 252 gc.

This is before exploration, so they also get possibly 50 gc or more on top of that.

Anyone have any suggestions?

Also, we just started our campaign and we are about 3 games in and 3 seperate people have already won this scenario, what kind of actions should we take to balance things out now that some people have 50% or more the "gold crown value" of other players just after a short period of time?

Some combination of bountys = d6 GC; 2d3 crossbows; no daggers.
Then make the wealthy warbands "vie for dominance" ( Smile ) in ambush/breakthrough scenarios until they ding each other up a bit.

I really didn't like the scenario, so I'm glad someone does.

A simple fix is to drop the bounty to 8D6
6 chances to find a crossbow at 5+
one chance to find d3 swords on a 4+
one chance to find d6 daggers on a 3+
