Maybe just don't make it stackable? But to me the injury is a but overpowered - unless you make it for heroes only..
Henchmen with strength and attack advances will have 2 strength 4 attacks with strike to injure and toughness 4? woah..

Maybe I'm the only one, but the idea of Orcs 'inventing' the choppa makes me laugh. In my head, I see a bunch of Orcs in white lab coats, hitting test-goblins with various objects and writing the results on clipboards:

Like stated, they are basically hunting arrows in close combat, suggesting a base price of 25gc at least. Personally, I'd recommend 15gc each, and limit it to heroes only, one each.

Though on the morning star idea, a LONG time ago I used to suggest that Morning Stars and Flails be included in the 'Strongman' skill, making it a single skill with lots of versatility. And also, the whole "why not take Might Blow instead" goes back to the old argument that shields aren't worth taking with extra benefits.

I agree with Fallen. Why reinvent the weapon? Just use the exact same rules as for WHFB: +1 str in the first round of combat, one handed. Makes it slightly better than a morning star (not "difficult to wield). Pricing is still an issue you'd have to figure out with your group. I'd probably drop the price down to 8 or 10 gold.

Orcs and Black Orcs only weapon as well. No Goblins using this.

Hell, Sisters of Signmar get a +1S single handed weapon with concussion AND extra damage against possessed and undead for 15gc.

Just do something similar, make it roll on the slashing weapon critical hit table with the optional rules, and otherwise make it a single handed weapon with +1S on the turn it charges as per a normal morning star, and only allow hero level orcs to dual-wield it.

EDIT: Mis-type fix.

I think that this weapon would make orc warbands more powerful unless it was incredibly overpriced. The Sigmarite Warhammer is intended to make the SoS more powerful and stop them being underpowered.

Thanks for the input, everyone.

I can very well see the arguments for not allowing Orc Henchmen to wield it, and Gobbos wouldn't be getting it anyway. The whole reason for thinking up a new solution and not using the morning star was the various issues adressed above, such as the inability to take two. None of this was in any way intended to overpower the Orcs, I was just considering ways of arming them with the (By now) iconic Orcy weapon; the Choppa.

I'll just keep ruling them as Axes or Clubs for the time being. Thanks one and all.
