| During the first "Flame On" Sartosa campaign there were repeated rumours that the Fishmen where attacking coastal villages and carrying off loot and captives. They only ever attacked on foggy nights and no-one ever got a good look at them. Later-on some of the towns even started accussing their neighbouring settlements of colluding with the Fishmen in a kind of protection racket.
It was the Naval Alliance (the goodies) who eventually got sick of not knowing what was going on first and sent an investigative band to one of the aflicted towns. The investigators returned empty handed after receiving a beating from the squamous menance.
Eventually the Beastmen of Nethrag discovered that the "Fishmen" were Pirate Black Orcs in disguise, trying to frighten off the invaders in a "Scooby-Do villain" style hoax! Kap'n Hadduk's Hallibutteers had been behind the attacks all along!
The Fishmen went on to terrorise the inhabitants of the Great Forest during the Nemesis Crown summer campaign, but this time they were a little less bothered about keeping their secret!

EDIT: On an amusing side note, I most certainly knew an actor who could never remember the name for an axe-headed polearm. (a prop of his) He kept refering to it as his 'halibut'. |

It's a nice idea but I have two reservations: One, I don't think may people would use it – it took quite a while to make them. Two, I don't want everyone using Orc Fishmen!
For Orc Pirates in your Sartosa book you could just allow normal Orc and Goblin warbands as long as they have a Piratey look/theme to them. The rules are fine as they are but they just need a Pirate flavour for a Sartosa-themed campaign.
